Dartagnan’s unique public private model has delivered great value for participating airports and governments
Dartagnan/Schiphol Group has developed the public/private partnership model to enable RT programs to be implemented and operated to the benefit of all parties.

Developing and operating RT programs that include both commercial and public-sector (government) services requires a unique partnership between private and public participants. There is a mutual benefit to both parties in operating in this manner.
Private entities typically excel in program financing, technical design, and commercial operation.
Public organisations typically excel in the definition/protection of rights of citizens and in establishing a regulatory framework within which citizens and organizations co-exist and interact.
Controlling border passage is a responsibility of the Government. Border controls involve the authentication of travel documents (passports/identity documents), the verification of a passengers identity and background-checks against Government operated black-lists (i.e. : Schengen Information System).
These processes take place in a fast-moving, busy commercial environment where time is money and complex manual processes can cause delays.
The impact of the Government processes is felt directly by the passengers for whom time is of the essence and delays typically cause frustration/severe annoyance.
RT programs, operated by private parties with public sector sanctioning/supervision can deliver a win-win-win scenario for the passenger (customer), public-sector (government agencies) and the facilitator (airport operator or airline).


RT programs must be actively supported by national governments as the relevant government agency is still responsible for the border passage functions. The private sector brings financing, process efficiency and technical expertise to optimize the cooperation.
In developing both the Privium and Saphire programs, Dartagnan worked closely with immigration and border police departments to ensure:
that all processes to be included in an RT program conform to the existing regulatory frameworks for border control
any privacy/data protection legislation is conformed with
any tasks undertaken during enrolment and linked to a unique characteristic are performed by the relevant Government authority
Dartagnan’s RT programs work on the basis of government supervised, detailed enrolment (that replicates the normal border checks performed during departurte/arrival or transfer).


Successful enrolment allows members to by-pass the normal border controls via automated gates which are supervised (electronically and visually) by the border control authorities.
